47th U.S. Navy Negishi Bon Odori Festival

The U.S. Navy Negishi Housing will celebrate its annual Bon Odori Festival.
It is an open gate festival. A full day of activities and entertainment
is planned including the performance by the U.S. military band
and/or local rock band, both American and Japanese food & souvenir
stands, kids air-toy and picture-with-pony corner, Bon dance,
and more!

The new Insurance Card for the Older Senior Citizens’ Medical Care System

Insurance cards for those who are enrolled in Koki Koreisha Iryo Seido (Medical care system for senior citizens aged 75 and older) will be changed. The cards you are currently using are valid until July 31, 2012. New insurance cards which can be used from August 1 will be mailed to you within the month of July. The color of the new insurance card is orange. If you do not receive the new card by August 1, please contact Koki Koreisha Iryo Tanto of your local Ward Office.

Changes to the Basic Resident Registration Law

■ Juminhyo will be issued to foreign residents
The amended law will come to effect on July 9, 2012, and from that time on, foreign residents who legally reside in Japan for more than three months will be eligible to receive juminhyo, resident records. (Short term visitors such as tourists are not eligible.) *The alien registration Act will be abolished.
For households composed of Japanese and foreign residents, juminhyo will list all members of the household regardless of nationality. If foreign residents are moving within Japan, they should report their change of address to the ward office.

Guardians of Students with Foreign Nationalities: Notice Regarding the Change in the System Starting on July 9

Because of the change in the Basic Resident Registration Law and the Immigration Control Act, there will be some changes to the procedures of enrolling foreign students of public elementary and junior high schools:
①Foreign residents who will not be listed on the Basic Resident Registration (those who have no resident status) are able to enroll in public elementary/junior high schools if they go through the procedures at the ward office.
②If foreign students lose their status of residence while they are enrolled in public elementary/junior high schools, certain procedures should be taken at the ward office.

Changes in the Amount of the Child Raising Allowance and the Report of Present Circumstances

The amount of the Child Raising Allowance (Jido Fuyo Teate) has changed from April, 2012. The full amount is \41,430 per month, and partial amount is between \9,780 and \41,420. An additional amount in the case of children other than the first child has not changed. Those who are currently receiving the Allowance (including those whose payments have been temporarily stopped) should submit the Report of Present Circumstances (Genkyo Todoke). The reports will be sent to eligible people in July, so please fill them in and submit them in August.

The National Pension: Exemption System and Young person’s Payment Postponement

These systems are for people whose income is below a certain amount, or for those who have become unemployed, and it is difficult for them to make payments. Fill in the application form and submit it to Hoken Nenkin-ka Kokumin Nenkin Kakari of your local Ward Office. You need to bring: ①Nenkin Techo (pension handbook) ②Inkan (if the applying person can sign the form, it is unnecessary) ③If you are moving from another city, the payment slips from last year and ④, if the reason for application is unemployment, you need to bring the letter of severance from your employers.

Application for Elderly People’s Public Housing

There will be a lottery held for placement on a primary waiting list to fill vacant apartments. These apartments are designed to provide a safe environment for senior citizens over 60, such as emergency call services. *There is no nursing care. *Housing will be available in the case of a vacancy between September, 2012 and August, 2013. The areas are: Aoba-ku Ichigao-cho, Tsuzuki-ku Omaru, Eda Minami, and Chigasaki Chuo.

Lottery registration will be accepted for those wishing to be on the family unit waiting list. Income restrictions apply. Financial aid is available for those who are eligible. As for units that are currently available, applications are accepted on a first come first served basis.

Home Helper 2nd Grade Training Course

This training course is for single mothers whose income is child-rearing allowance receiving level, and for widows. *Baby-sitting is available for a limited number of children (from 18 months up to pre-school age).
Date&Time: Sep.25 (Tue) to Jan.29 (Tue), 2013; 10:00-16:45 Twice a week, on Tuesdays and Fridays. There are also practical training days. Dates for such training will be arranged with the applicants later.
