Application for Elderly People’s Public Housing

There will be a lottery held for placement on a primary waiting list to fill vacant apartments. These apartments are designed to provide a safe environment for senior citizens over 60, such as emergency call services. *There is no nursing care. *Housing will be available in the case of a vacancy between September, 2012 and August, 2013. The areas are: Aoba-ku Ichigao-cho, Tsuzuki-ku Omaru, Eda Minami, and Chigasaki Chuo.
Application Period: Jul.13 to Jul.27 (*Entries must be postmarked by Jul.27.)

Lottery registration will be accepted for those wishing to be on the family unit waiting list. Income restrictions apply. Financial aid is available for those who are eligible. As for units that are currently available, applications are accepted on a first come first served basis.

Guardians of Students with Foreign Nationality: Notice regarding the Change in the System Starting on July 9

●Because of a change in the Law, the residency management and the foreign registration system of municipalities will change; therefore, there will be partial changes in the way of enrolling foreign children into public schools.
Ⅰ Guardians whose children are attending Yokohama municipal elementary/ junior high schools as of July 8, 2012.
→ No procedure needed. However, certain procedures may be needed at the registration section of your local ward office in the case of residence status being divested after July 9.
Ⅱ Those who move to the City of Yokohama after July 9 and who wish to enroll their children into Yokohama municipal elementary/ junior high schools.

Ⅲ Guardians whose children reach elementary school enrollment age in April, 2013 (those who were born between Apr.2, 2006 and Apr.1, 2007)
① Foreign residents who will be listed on the Basic Resident Registration after July 9 for example those people who have a resident status of over 3 months and those who are special permanent residents
→ In September, “Nyugaku-no Goannai” (Guide to school enrollment) will be sent to your household. If you wish to send your child to a Yokohama municipal elementary school, go to the registration section of your local ward office for the procedure.
② Foreign residents who won’t be listed on the Basic Resident Registration such as those who have no resident status.
→ “Nyugaku-no Goannai” (Guide to school enrollment) will NOT be sent to your household. If you wish to send your child to a Yokohama municipal elementary school, contact the registration section of your local ward office after September.
Ⅳ Guardians whose children are in the 6th grade of a Yokohama municipal elementary school and are planning to enter a Yokohama municipal junior high school in April, 2013
① Foreign residents who will be listed on the Basic Resident Registration after July 9 for example those who have a resident status of over 3 months and those who are special permanent residents
→ No procedure needed. From mid to end of January next year, “Shugaku Tsuchi” (Written Notice of school enrollment) will be sent to your household.
② Foreign residents who won’t be listed on the Basic Resident Registration such as those who have no resident status.
→ Certain procedures are needed at the registration section of your local ward office. Please contact the registration section of your local ward office after December this year.

Kindergarten Tuition Subsidies

Subsidies of between \48,000 and \226,200 per child (depending on your residential tax submitted for 2012) will be provided to families with children who have enrolled in a private kindergarten between Apr.1 and Jun.1. (For children enrolled in a kindergarten after Jun.2, please apply in Nov. 2012, or Feb. 2013.) The forms will be distributed at the end of June at each kindergarten and may be submitted there.
Eligibility: Those who live in the City of Yokohama.

Residential Tax Payment is due July 2

The first term payment for Residential Tax (Shimin Zei) and Prefectural Residents Tax (Kinmin Zei) is due July 2 (Mon). A Resident Tax Bill (Noh-Zei Tsuchisho) is going to be mailed to the taxpayer on June 1. You can either pay the bills in 4 terms (each has deadline) or the entire bill by July 2.

Subsidies for Setting up Rainwater Storage Tanks

Financial assistance is available for individuals who wish to set up a rainwater storage tank at their homes. You need to apply first before setting up a tank. The amount of the subsidy is \20,000 maximum. This subsidy will finish when the number of applicants reaches the set limit.

Notice about the Japanese Encephalitis Vaccination

Eligibility: 1st term: 6 months–7 and a half yrs old
2nd term: 9–13 yrs old
*The vaccination period will be extended to 20 yrs old for those who were born between Jun.1, 1995-Apr.1, 2007.
Having the Japanese Encephalitis Vaccination is strongly recommended for not only 3 and 4 yrs old but also for 8 to 10 yrs old who haven’t had the first term vaccination.
Those in different age groups who wish to have the Japanese Encephalitis vaccination, please contact the Health and Social Welfare Bureau, Health Safety Division or the local ward office’s Kenko-zukuri kakari.

A New Residency Management System Starts

As of July 9 (Mon), 2012, the existing Alien Registration System will be abolished, and foreign residents will be subject to the Basic Resident Registration Law. The City of Yokohama will issue certified residence record cards (juminhyo).
Foreign nationals who legally reside in Japan for more than 3 months:
In order to include foreign residents in the residence records, in mid-May, the city of Yokohama will send each registered foreign resident a document to confirm the registered information. Please contact the Ward Office if you find any discrepancy in the information. If you have any inquiries with regards to the information on the documents, please call Yokohama-shi Gaikokujin Juminhyo Telephone Center.

Subsidies for Purchasing Compost Bins and Electrical Garbage Disposal Units

Subsidies can be provided for those who are purchasing compost bins (for first 800 people) and electrical garbage disposal units (for first 500 people). Please contact Shigen Junkankyoku Gyomuka (Resource and Waste Recycling Bureau), or refer to their website.
